Indian Creek Cleanup – Bob Whitcomb

The Indian Creek Cleanup is scheduled for April 4, 2009.  Flyers were passed out.  SRA would like 100 volunteers for that day.  County is providing dumpsters for us to load.

 

Clements Creek Report – Bob Whitcomb

Saefern received a $62 K grant from CBT to redo a stormwater drain that is located on a steep slope – straight down a hill.  The drain/pipe will be replaced with weirs and burms, etc., to prevent water from reaching the creek.  The community has given 10K to the project.  April 18 – plan to redesign the stormwater management of community pool to dissipate the water over the hillside.  Both are demonstration projects. 

It was mentioned that it is illegal to dump pool water and well water into the creek.

 

Severn River Commission -- Sally Horner

SRC submitted comments to GDP.  The GDP is available at AACo. Org.  New items: fiscal report available – says development is a net income source to county.  Pay attention – no money to carry out GDP plans. 

Jabez overlay zone:  SRC developed language for laws to protect streams where native brook trout are still present.  Need to keep water cold by maintaining soil hydrology and forest canopy.  Perfect for county council to pass – to set precedence.  The Jabes is an area of special concern – increase protected area to 300 feet buffer.  There is wording that forbids pool water from being drained to the Jabez.  All water needs to be infiltrated.

Currently there is no development plan for the Naval Academy Dairy Farm.

 

Rabena Variance appeal, Stevie Wilding

Stevie requested support for a waterfront neighbor in Arden on the Severn who is contesting a variance for building on a steep slope.  The neighbor drafted a letter for SRA to send to the Critical Area Commission.  The house to be developed is on steep slopes, on a postage size lot.  Is was decided that the Executive committee will review the letter and make a decision to send the letter by Friday since the Appeals hearing is next week.

 

Bay Friendly Neighborhood Program (BFNP) status – Bill Tilghman

Bill explained that he feels BFNP has two phases.  The first phase is Organization and infrastructure.  This is done with a committee, approved funds, website is up.  The second phase is Execution.  The committee is struggling to make this happen.  Promoting and encouraging this is resource intensive.  Communities need to take steps and contribute resources.  So far 4 neighborhoods are signed up.

 

Watershed Steward Academy – Steve Barry

This is a partnership with the county – Ron Bowen.  Provides network, consortium and tools.  Each person is given a GIS map of their watershed.  Each person will be required to complete a project that is visible within their watershed/communities. 

 

Legal Grants Status – Kurt Riegel, Thistle Cone

Thistle put together a SRA press release that explained we contributed money to the Mill Creed (1724 St Margaret’s Road) legal fund – Gene Milgram’s case he has been testifying on.  This is a message that SRA is friends to those making opposition to development that damages the Severn River.

Constitution / By Laws status

Changes in the Constitution need to be provided to the SRA membership 30 prior to the Annual Meeting. 

By Laws can be changed by the Board

Committee need to meet to incorporate changes.

Committee needs to make changes pronto to get language changed by the Annual meeting.

Annual Meeting Committee – Charlotte Lubbert

Annual Meeting – will be during the regularly scheduled meeting in June.  June 16 – at Saint Margaret’s Church

Speaker will be Steve Barry to discuss the Watershed AcademyCharlotte needs help with PR person, list of accurate invitation list, stuff envelopes.

 

State of the Severn River Association

Kurt gave a Power Point presentation on the State of the SRA.  Some of the successes and some pitfalls.  Ideas on direction and ways to improve.  It was very motivational and somewhat hopeful and somewhat disheartening.  We all need to do more and promote others to help.  Need more resources – both money and man power.
